General Policies and Procedures

PARTICIPANT CONDUCT POLICY:

Participation in Proctor and Hermantown Community Education classes, programs, and activities is a privilege, not a right. Community Education is committed to providing a safe, respectful, and positive environment for all participants, instructors, and staff.

All participants are expected to conduct themselves in a manner that is courteous, cooperative, and conducive to learning. Behavior that is disruptive, disrespectful, threatening, or unsafe toward others will not be tolerated.

Community Education reserves the right to:

  • Remove any participant from a class, activity, or program whose behavior interferes with instruction, disrupts the learning environment, or poses a safety concern.

  • Deny future participation in Community Education programs if such behavior continues or is deemed severe.

  • Dismiss participants without refund in cases involving repeated or serious misconduct.

The decision to remove or restrict participation will be made at the discretion of Community Education administration, in consultation with program staff and, when applicable, district safety personnel.

PRIVACY POLICY

When you register for Proctor and Hermantown Community Education classes, you are giving permission to be photographed and/or videotaped. We may use the material for promotional reasons only. If you object to the use of your photo/video, please notify Community Education at communityed@isd700.org or call (218) 628-6293.

SAFETY DISCLAIMER

Any activity has an inherent risk of illness, accident, or injury. Each participant is responsible for being aware of the assumed risks involved in participation. Proctor Public Schools, Hermantown Community Schools, and/or Proctor Hermantown Community Education assume no responsibility for illness or injuries received during activities. Any changes in participants' current health or activity levels should be made with their physician/health care provider's approval and direction.

NON-ENDORSEMENT POLICY

Proctor and Hermantown Community Education contracts with specialists in their fields who are interested in presenting classes in their area of expertise to the community. We do not endorse the opinions or business affiliations of the instructors.

DISTRICT POLICY COMPLIANCE STATEMENT

All Community Education programs, instructors, and participants are required to follow the school district's established policies and procedures. These include all administrative, safety, conduct, and facility-use policies set forth by the Proctor Public Schools Board of Education and the Hermantown Community Schools Board of Education.

Failure to comply with district policies may result in removal from a class, program, or facility, and may affect future participation or partnership with Community Education.

Cancellations and Refunds

Community Education reserves the right to withdraw a course due to insufficient enrollment or the loss of a suitable facility. If we must cancel a class, every effort will be made to contact all the preregistered participants. Please include your email and phone number in your Arux account, our registration software. Email will be the primary form of communication for class cancellations. For short-notice cancellations, Community Education will make every effort to send an email, a phone call, or a text message.

Classes may be canceled due to inclement weather or for other unforeseen reasons. When possible, sessions will be made up. If school closes early or for the day due to bad weather, Community Education will cancel all activities, regardless of the location. Please check your local media for official school closure notices.

ADULT AND YOUTH ENRICHMENT, CAMPS, CLUBS, and ACTIVITIES:

Your money will be refunded if your class is canceled due to insufficient enrollment. If you choose to cancel your class registration and to be eligible for a full refund, we need to receive your request no later than 2:00 p.m., three (3) business days before the first day of class. Please note that a business day is equivalent to a school day.

NORTHERN EXPLORERS (BUS TRIPS): 

Cancellations must be made at least 10 business days before the scheduled trip to receive a refund. Cancellations made fewer than 10 business days before the trip will not be eligible for a refund, as reservations and transportation arrangements are finalized in advance.

If Community Education cancels a trip due to low enrollment, inclement weather, or unforeseen circumstances, participants will receive a full refund.

YOUTH DRIVER EDUCATION:

Cancellations must be made at least 10 business days prior to the first day of class to receive a refund, minus a $10 processing fee. Cancellations made fewer than 10 business days before the start of class are non-refundable, as instructor assignments, materials, and state registration processes are finalized in advance. Students who do not attend or withdraw after class begins will not receive a refund.

If a class is canceled by Proctor Hermantown Community Education due to low enrollment, weather, or unforeseen circumstances, participants will receive a full refund or the option to transfer to a future session.

KIDS' ZONE:

Cancellations must be made a minimum of 10 business days prior to the scheduled start date of care or change in contracted days to be eligible for a refund or schedule adjustment. Cancellations made fewer than 10 business days in advance will not be refunded or credited, as staff scheduling and program costs are determined based on enrollment. If a program day is canceled by Proctor Hermantown Community Education due to unforeseen circumstances (such as weather-related closures or emergencies), a credit or refund will be issued accordingly.

All cancellation or schedule change requests must be submitted in writing to the Community Education Office or via email to the Program Coordinator.

RAILHAWKS PRESCHOOL PAYMENT AND REFUND POLICY:

All registration fees are nonrefundable. The first month’s tuition is due on August 1, with tuition payments concluding on April 1. If you choose to cancel enrollment after August 1, the first month’s tuition remains nonrefundable, as the child’s enrollment is considered in determining sufficient enrollment to operate the class.

All tuition payments are processed electronically through auto-debit in the Arux software system. A $20 late fee will be applied to any payment that does not process successfully or is received after the due date. No refunds are issued for missed classes or for withdrawals made within the current month of service.
